'Spare the horse' means 'do things slowly and in relaxed manner'. The 'Ed and Ellis won't spare the horses' written on the postcard expresses the pair’s determination in their Tokyo project that they would work as much as they could. The photo was taken from the Tokyo Monorail when they visited Japan in 1997.
